The tragic terrorist attacks were neither preceded nor followed by massive numbers activities. The amount of articles that were written in the aftermath however, were countless, so I restrict myself to a few intelligence related quotes.

He added that this organization has both the financial resources and knowledge to implement such a terrorist action.

"Izvestiya" reported the same day that an FSB official has handed over to the U.S. Central Intelligence Agency its information on that group. Meanwhile, the FSB released information about its high success rate in identifying terrorist groups and preventing terrorist actions, Interfax reported the same day."

"Sergei Lebedev, the director of Russia's Foreign Intelligence Service (SVR), said that the attacks on the U.S. highlight the global nature of terrorist threats, "Trud" reported on 12 September. He said that his agency is maintaining close ties with its American and European counterparts in order to counter the terrorist threat."

Works with allied Islamic extremist groups to overthrow regimes it deems "non-Islamic" and remove Westerners from Muslim countries. Issued statement under banner of "The World Islamic Front for Jihad Against The Jews and Crusaders" in February 1998, saying it was the duty of all Muslims to kill US citizens, civilian or military, and their allies everywhere.

RUSSIA DENIES CLOSURE OF SIGINT CENTER IN CUBA. Defense Minister Ivanov and Deputy Prime Minister Klebanov refused to confirm media reports that the process of dismantling the Russian electronic intercept center in Lourdes, Cuba, has begun, RIA-Novosti reported. According to articles in "Izvestiya" on 14 August and "Versiya" No. 33, Russia began withdrawing the center's personnel after it failed to come to an agreement with Cuba about who will finance it. The center is run jointly by the Third Directorate of the Federal Agency for Government Communication and Information (FAPSI) and the Sixth Directorate of Russian Military Intelligence (GRU), and employs about 1,000 personnel at a cost of about $300 million a year.

Nevertheless, the 1964 built Lourdes facility closure was officially made public during October 2001.
(Hmmm! USD 300 millions a year for a 1,000 personnel listening center seems to be a bit too much...)

Cuba / USA

Ana Belen Montes, a DoD intelligence analyst was recently arrested on charges of spying for Cuba. According to the FBI she contacted Cuban intelligence by short wave radio. The most interesting part was reported by the Miami Herald. The Herald mentioned that the FBI found a lot of text on Montes' hard disk, including text with references to "the numbers that you receive via radio", among which text consisting of 150 sets of numerical groups. They also found a short wave radio. The complaint said: "The text begins, 30107 24624, and continues until 150 such groups are listed. The FBI has determined that the precise same numbers, in the precise same order, were broadcast on February 6, 1999, at AM frequency 7887 kHz, by a woman speaking Spanish, who introduced the broadcast with the words "Atencion! Atencion!". This is a typical V02a message. Nice :-)

The Herald further mentioned that Montes called frequently from payphones to send coded pages to beeper numbers.
