Change of Winter to Summer in April, not on last Sunday in March.
The last two digits aren't equal (07/59 in December, 67/59 in March, 82/89 in April, 78/74 in May), but the third digits of the frequencies determine the sked number (or the sked number determines the third digits):

John Maky checks in with an interesting note. Here is report:
"At 0100 on 6867 I caught the tail end of a M14 broadcast. I checked back at 0130 to see if there would be a repeat, and on 6866 a LIVE OM in English with a Russian accent was repeating 989 then 271 271 38 38 and into 5FGx2. Pronounced Zero as Zee-o, Four as Foe-are, and Five as Fiiiive. Sometimes let several seconds go by between groups. Audio went down at 0041 with 271 271 38 38 00000.
At 0153, the carrier moved back up to 6867 again with tests - this time using the familiar YL "hermaphrodite" voice repeating 538 periodically. At 0200, YL in English repeating 538 538 538 00000 until 0003.
At 0220, a strange "burst" digital mode came up on the carrier which sends data streams for a few seconds"
Great log, John. This sounds a bit like the reports that we received a couple of months ago about English Man transmissions that were followed by a few words in CW and data bursts. Maybe it is the same station.
