Would the wag who sent DoK official looking call up papers in mid-March and again at the beginning of April please make themselves known?

RAF Habbaniyah was a showpiece base in Iraq with two airstrips. It was handed over complete to the emergent Iraqi government but since the 1991 Gulf War where it was bombed has not been mentioned this time around. Why not?
